By circular key, I believe you meant a barrel key, or barrel lock as they're sometimes called, and yes, there are a number of options for a lock that fits a 2 inch trailer hitch receiver that uses a barrel key, which are the following:

If you are needing a lock for the Bulldog Collar-Lok Coupler w/ Low-Profile Latch, part # BD028287, and a lock for the hitch receiver on your vehicle that are keyed alike you can use the Deadbolt brand lock.

We do have a few locking hitch pins that will fit 3 inch trailer hitch openings like you have on your Ford Super Duty. Both the etrailer.com Hitch Receiver Lock # e98881 and the Curt Hitch Lock # C23519 have a usable pin length of 3-5/8 inches. 3 inch Trailer Hitches Openings should have an outside length of 3-1/2 inches, so either of these pins will work great. I recommend just measuring your hitch to confirm its outside dimension.

While we do have options to accomplish what you are wanting to do, we do not have the locks available in black or the bent style if you want everything to be keyed the same.
You can use the etrailer Hitch Receiver Lock # e98881 (x3) and the etrailer Surge Brake Coupler Lock # e98888 (x1) to provide you with the 3 hitch locks and 1 coupler lock. These can all be keyed alike by selecting the keyed alike option when adding them to your cart.

While you can both lock your accessory or ball mount as well as use an anti-rattle device, there isn't an option for a single device that will do both. For a solid shank what I recommend is using a simple hitch receiver lock, the etrailer.com Trailer Hitch Receiver Lock # e98880 with the Gen-Y Anti-Rattle Clamp # GY88XR, both of which are for 2" trailer hitches.

Currently the Bulldog Easy Access Coupler Lock # BD580409 is our only coupler lock that has at least the 3-5/8" span you are needing for your surge coupler. They do not offer this with a matching 2-1/2" hitch receiver lock. I recommend getting the Fastway Trailer Hitch Receiver Lock # FA86-00-3160 with the Bulldog lock above as they both use different style keys so you will not confuse the 2 different locks. Yes, the Trailer Hitch Receiver Lock # e98881 that we offer can be keyed alike for a small additional cost. You will simply change the "Keyed Alike?" option from "Keyed Unique" to "Keyed Alike" with the drop-down menu before ordering.

I recommend going with the BOLT style locks. These locks will allow you to set any number of locks to the same key as your 2023 Chevrolet Silverado 2500. The BOLT Trailer Hitch Receiver Lock # BL7023582 will fit your 2-1/2" receiver and we have the BOLT Trailer Coupler Lock # BL7025287 which you would need 3 of and they will fit a 1/2" span up to a 3-3/8" span.
